I don't think the violations are serious enough to justify overturning the election, which is essentially the only direct action available to the Council. The best remedy I have come up with would be for the Council to rule unconstitutional the issuing of the current CPC, which would in principle make it impossible for the next Elections Commission to reissue the same document, forcing them to revise it (hopefully into compliance with the Constitution).
